The Manufacturer’s FSSAI Compliance Checklist:
1. Premise & Licensing Compliance
- Correct License: Make sure your FSSAI food license is the correct type. It should be either Central or State. This depends on your business’s turnover, capacity, and operations.
- Prominent Display: Ensure the FSSAI license or registration certificate is displayed clearly at your facility’s entrance.
- FSMS Plan: Create a written Food Safety Management System (FSMS) plan. It should follow HACCP/ISO 22000 principles and fit your operations.
- Schedule IV Compliance: Ensure your facility’s layout and infrastructure meet the Good Manufacturing Practices (GMP). Also, check that your sanitation follows the Good Hygiene Practices (GHP) in Schedule IV of the FSS regulations.
2. Process & Production Control
- Water Quality: Maintain regular records of testing for potable water used in production and cleaning. The water must meet IS 10500 standards.
- Raw Material Sourcing: Keep records of all raw material suppliers, ensuring they are FSSAI licensed/registered. Implement a system for raw material inspection upon receipt.
- Pest Control: Have a robust, documented pest control program in place with regular inspections and records.
- Staff Hygiene & Training: Conduct and document regular food safety training for all food handlers. Ensure adequate and clean hygiene facilities (hand washing stations, uniforms, etc.) are available and used.
3. Product & Labeling Compliance
- Product Approval: For any new or innovative product using non-standardized ingredients, ensure you have secured the necessary Non-Specified Food (NSF) or Proprietary Food approval before commercial production.
- Accurate Labeling: Scrutinize your product labels. Are the nutritional information, ingredient list (in descending order), allergen declarations, and veg/non-veg logos 100% accurate and compliant with the FSS (Labelling and Display) Regulations?
- Claims Verification: Ensure any health, nutritional, or “free-from” claims on your packaging are scientifically substantiated and permitted by FSSAI. Misleading claims are a major red flag.
4. Post-Market & Record-Keeping
- Traceability: Set up a good traceability system. This system should track each product batch one step forward to the distributor and one step back to the raw material source.
- Annual Returns: File your annual returns on the FoSCoS portal before May 31st of each year (mandatory for manufacturers).
- Recall Plan: Have a written, actionable product recall plan ready. You should be able to execute it efficiently if a safety issue is discovered.
