FSSAI FBO

What does FSSAI Food Business Operator mean?

FSSAI Registration for Food Business Operators in India

FBO stands for Food Business Operator.

Any individual or organization involved in the business of manufacturing, processing, storing, trading, catering, packing and labelling, selling, exporting, and importing of food and other edible items are known as FBOs.

Food businesses in India must comply with the Food Safety and Standards Authority of India, commonly known as FSSAI, before starting or continuing any food-related business activity. Whether you are a food manufacturer, restaurant owner, cloud kitchen, importer, exporter, distributor, retailer, caterer, storage unit, transporter, relabeller, repacker or e-commerce food seller, obtaining the correct FSSAI registration or license is essential for legal and safe business operations.

Every eligible Food Business Operator, also known as an FBO, must apply for the applicable FSSAI Basic Registration, FSSAI State License or FSSAI Central License through the FoSCoS registration portal based on business activity, turnover, scale of operation and Kind of Business.

As per the latest FSSAI 2026 update, the turnover thresholds for FSSAI Registration, State License and Central License have been revised with effect from 1 April 2026. Registration now applies up to Rs. 1.5 crore turnover, State License applies above Rs. 1.5 crore and up to Rs. 50 crore, and Central License applies above Rs. 50 crore.

Why is FSSAI Registration Important for Food Businesses?

FSSAI registration or license is not just a certificate. It is a mandatory compliance requirement for eligible food businesses in India.

A valid FoSCoS FSSAI license helps food businesses:

  1. Operate legally in India
  2. Build customer trust
  3. Sell through offline and online channels
  4. Work with distributors, retailers and marketplaces
  5. Avoid regulatory penalties
  6. Display the 14-digit FSSAI number on labels, premises, invoices and applicable business documents
  7. Maintain food safety and quality compliance

For food manufacturers, importers, restaurants, cloud kitchens and e-commerce food businesses, the correct FSSAI license is also important for smooth business approvals, product listing, packaging, labelling and inspection readiness.

Types of FSSAI Registration and License

FSSAI Basic Registration

FSSAI Basic Registration is generally applicable to eligible small food businesses whose annual turnover is up to Rs. 1.5 crore, subject to the nature of business and FoSCoS eligibility criteria.

This may apply to small food retailers, small vendors, petty food businesses, small food service operators and other eligible food businesses.

However, some food business activities may still require State or Central License even if turnover is lower, depending on the business activity and applicable FSSAI criteria.

FSSAI State License

FSSAI State License is generally applicable to food businesses with annual turnover above ₹1.5 crore and up to ₹50 crore, subject to activity-specific criteria.

This may apply to eligible:

  1. Food manufacturers
  2. Restaurants
  3. Hotels up to applicable category
  4. Storage units
  5. Transporters
  6. Wholesalers
  7. Distributors
  8. Retailers
  9. Caterers
  10. Food service businesses
  11. Repackers and relabellers

State License is issued by the concerned State/UT licensing authority through the FoSCoS portal.

FSSAI Central License

FSSAI Central License is generally applicable to food businesses with annual turnover above ₹50 crore or businesses that fall under specific categories requiring Central License.

Central License may be required for:

  1. Food importers
  2. E-commerce food businesses
  3. Trader/merchant exporters
  4. Large food manufacturers
  5. Food businesses operating in multiple states
  6. Businesses operating at airports, seaports or other notified locations
  7. Certain high-scale food storage, transportation, manufacturing or service businesses

For importers and e-commerce food businesses, the revised FoSCoS eligibility document mentions Central License with no turnover threshold restriction.

FSSAI License for Cloud Kitchen

A cloud kitchen is a commercial food business where food is prepared for delivery or takeaway, usually through online platforms or direct delivery channels.

A FSSAI license for cloud kitchen is mandatory because the business is involved in preparation, storage, packaging and sale of food to consumers.

Depending on the annual turnover and business model, a cloud kitchen may require:

  1. FSSAI Basic Registration
  2. FSSAI State License
  3. FSSAI Central License

Cloud kitchens selling through online food delivery platforms must ensure that the FSSAI registration or license details are accurate, updated and aligned with the business name, address and food service activity mentioned in FoSCoS.

FSSAI License for Restaurant, Cafe and Food Service Business

Restaurants, cafes, canteens, hotels, dhabas, food stalls, caterers and banquet kitchens are covered under food service businesses. These businesses must obtain the applicable FSSAI registration or license before preparing, serving or selling food.

A FSSAI license for restaurant may depend on:

  1. Annual turnover
  2. Type of food service operation
  3. Seating or delivery model
  4. Hotel category, if applicable
  5. Location and premises
  6. Whether food is served, prepared, packed or delivered
  7. State-specific licensing requirements

Restaurants and cafes must also ensure proper food safety practices, hygiene compliance, display of FSSAI number and timely updates in case of business modification.

FSSAI License for Food Manufacturer

A FSSAI license for food manufacturer is required for businesses involved in manufacturing, processing, blending, packing, repacking, relabelling or producing food products.

Food manufacturers must select the correct Kind of Business and product category while applying on FoSCoS. Incorrect product category selection may lead to application queries, rejection, delay or future compliance issues.

Manufacturers should also ensure compliance with:

  1. Product standards
  2. Food category system
  3. Ingredient compliance
  4. Label declaration requirements
  5. Claims and advertisement regulations
  6. Manufacturing premises requirements
  7. Testing and quality control requirements
  8. Annual return and other applicable FSSAI filings

For food brands, nutraceutical companies, health supplement manufacturers and proprietary food businesses, accurate classification and regulatory review are extremely important before product launch.

FSSAI License for Food Importer

A FSSAI license for food importer is mandatory for businesses importing food products into India. Importers require a Central FSSAI License, and the revised FoSCoS eligibility document mentions no turnover threshold restriction for importers.

Food importers should ensure that:

  1. Product category is correctly identified
  2. Ingredients are compliant with Indian regulations
  3. Labels meet FSSAI requirements
  4. Import documentation is complete
  5. Product approvals, if required, are checked before import
  6. Import clearance requirements are properly evaluated

Improper classification, non-compliant ingredients or incorrect label declarations can lead to delays, product hold or rejection during import clearance.

FSSAI License for E-commerce Food Business

Businesses selling food products online through websites, apps, marketplaces or digital commerce platforms may require a FSSAI license for e-commerce food business.

As per the revised FoSCoS eligibility document, e-commerce food business falls under Central License with no turnover threshold restriction.

E-commerce food businesses must ensure that:

  • FSSAI license details are valid and updated
  • Seller and product details match regulatory requirements
  • Food labels are compliant
  • Claims are not misleading
  • Product categories are correctly mapped
  • Marketplace compliance requirements are fulfilled

This is especially important for food brands, nutraceutical sellers, health supplement brands, cloud kitchens and direct-to-consumer food businesses.

Documents Required for FSSAI Registration or License

The documents required for FSSAI registration or license depend on the type of license, Kind of Business, premises, product category and business structure.

Common documents may include:

  1. Photograph and identity proof of applicant
  2. Business constitution document
  3. PAN card
  4. Address proof of business premises
  5. Proof of possession of premises
  6. List of food products
  7. Form IX, where applicable
  8. Water testing report, where applicable

  11. Equipment and machinery details, where applicable
  12. Import Export Code, for importers/exporters
  13. NOC or supporting approvals, if applicable
  14. Partnership deed, incorporation certificate or company documents, where applicable

Since FoSCoS document requirements vary based on application type and business activity, businesses should verify the document checklist before filing. FoSCoS provides document guidance for registration, license, renewal and modification applications.

How to Apply for FSSAI Registration through FoSCoS

The application for FoSCoS registration or license is filed online through the Food Safety Compliance System.

The usual process includes:

  1. Identify the correct food business activity
  2. Select the correct Kind of Business on FoSCoS
  3. Check whether Basic Registration, State License or Central License applies
  4. Prepare documents as per FoSCoS requirements
  5. File Form A or Form B
  6. Pay the applicable government fee
  7. Submit the application online
  8. Respond to department queries, if raised
  9. Complete inspection or verification, if applicable
  10. Receive the FSSAI registration/license certificate

A wrong selection at the application stage may lead to delay, rejection or future compliance risk. Therefore, businesses should carefully evaluate their turnover, business model, food category and regulatory applicability before applying.

Common Mistakes in FSSAI FBO Registration

Many food businesses face delays or compliance issues because of incorrect application filing.

Common mistakes include:

  1. Selecting the wrong Kind of Business
  2. Choosing Basic Registration when State or Central License is required
  3. Ignoring the latest FSSAI license eligibility 2026 thresholds
  4. Not checking whether Central License is mandatory for import or e-commerce activity
  5. Submitting incomplete documents
  6. Mismatch in business name, address, PAN, GST or premises proof
  7. Incorrect product category selection
  8. Not updating license after change in business activity
  9. Using non-compliant food labels
  10. Making unverified product claims
  11. Missing applicable annual return or compliance filings

A professional FSSAI license consultant in India can help reduce these risks by reviewing the application before submission.

FSSAI License Validity and 2026 Update

The Food Safety and Standards Amendment Regulations, 2026 introduced important reforms, including provisions relating to revised turnover thresholds, perpetual validity of FSSAI registration/license subject to risk-based inspections, and other compliance reforms.

Businesses should note that practical implementation, FoSCoS updates, inspections, compliance obligations and applicable conditions must be reviewed before assuming automatic applicability in every case.

FBOs must keep their business details, premises, activities, product categories and compliance records updated to avoid regulatory issues.

Penalty for Running Food Business Without FSSAI Registration or License

Running a food business without the applicable FSSAI registration or license can lead to regulatory action, penalties and business disruption.

Food businesses should not start manufacturing, selling, importing, distributing, storing, transporting or serving food without checking the correct FSSAI requirement.

This is especially important for food manufacturers, importers, cloud kitchens, restaurants, e-commerce sellers and nutraceutical brands where regulatory scrutiny is higher.
